Yes, go to Windows Control Panel, select Add/Remove Software, click on Norton Internet Security, and uninstall it.

Take the box to the store you got it from, and demand a refund because the software is crap (documented crap, over and over).

NIS, particularly 2004 version is horrible. You can get it basically working if you grant correct rights to STOCKS.EXE, open port 80, turn off the ad blocker, and don't plan to use Level II (nothing short of disabling NIS fixes the L II issue with many sites). Needless to say that solution sucks. Get a better firewall. For example:
