I don't know that any Baathist party members have been "brought back". The Fallujah Iraqi force the 1MEF has trained and has control over is composed of former Iraqi army personnel but we don't know they were Baathist party members. Even if some were, we don't know whether they have been checked out and gone through some clearing process. This is not a complete reversal of policy as you imply - just a matter of practical flexibility.
