Perhaps we're having a semantic problem.

If you lose something, you mourn the loss. If you identify a condition that contributed to the loss, you don't mourn it, you blame it. Blame implies anger, if the condition wasn't one's fault, or regret, it it was.

If I'm trying to catch a ship for a once-in-a-lifetime around-the-world cruise and a car runs a light and hits my car resulting in my losing that opportunity I mourn the loss and I blame the driver. If I didn't leave home early enough and was myself running a yellow when the accident happened, I also feel regret. Or I could be in denial, ignore my role, and just blame the driver. But I don't mourn the driver.
