Perhaps this is my second terminology question in two posts. That must be a record. <g>

Obviously he would like to strengthen emission standards. I would say that's because he truly believes that there is a critical global warming problem. "Having an agenda" implies something hidden or devious. Nothing hidden here. If it turns out he's short oil stocks, then I would say he has an agenda.

I happen to think that his prognostications are hyperbolic, too, but that's not the question. If you want to question the reporter's journalism, you won't get any argument from me. He could have distanced himself a bit.
