Just as in the U.S., the best environmental president ever, Jimmy Carter, was made a laughingstock. While Carter installed solar roof heating systems on the White House as an example for the nation, Ronald Reagan's first official act was to order these conservation devices removed from the building. And the abuse of fossil fuels has been the national obsession ever since.
