Face it.. Several key members of the UNSC went to extraordinary lengths to prevent the security council from voting to enforce 17 different binding resolutions against Iraq. And I think the oil for food scandal now makes it pretty clear as to why...

I recall quite clearly Bush saying that you don't know a vote until the vote is taken. The US/UK prevented the vote by tabling the resolution. That not only prevented the vote, it also prevented any member from submitting a UN resolution on the subject that could be voted on.
