Understood.. It takes time to put out bid for Federal contracts, once the money has been allocated.

But it's also a matter of having maximum leverage over any new government, via the power of the purse, to ensure the money is properly spent to support a democratic government rather than finding ourselves throwing money to a bunch of gangsters and elites, intent only on enriching themselves at the expense of the people..

Do it slowly, and do it right.. And spread the money around so that the average Iraqi benefits..

I hope this is what is going to happen.. And I'll be disappointed if it doesn't..
