You must understand the founding history of the neocons to realize that some things which appear to be incompetence or bad luck are engineered disasters. The basic strategy they usually use is:

1) Take an inventory of all policies, organizations and department and determine are they run by neocons or providing a benefit disproportionately to neocons.

2) If not, begin critising it, but make extream suggestions or get extremists into influential positions. Critisize more as the situation becomes even more chaotic and inefficient.

3) When the situation is at a point of exasperation have the whole organization, policy, or deptarment reorganized or disbanded with neocon apparachniks in as many roles as possible.

4) Be flexible, keep disrupting many things at the same time and insist upon the urgency so that there is no time for sensible reflection on the solution.

5) Never pass up the opportunity to use a catelizing event to force change in many areas at once.

This is a classic neocon tactic brought to the movement by Irving Kristol from his early flirtation with Trotsky. Mix in a little Strauss philosophy on the noble lie and you have the neocons.

I don't really care to read extreme views on either side.
This is the mainstream of the Bush administration. Everyone of those PNAC members has a prominant role.
