The line item veto was designed and desired during the Bush 1 term. But it took effect at the beginning of Clinton's Presidency.

It was strange. It was never used. I don't know where the concensus came from about it. It was quietly declared Unconstitutional. There was minimum Press Coverage.

I always wondered about it. They said they wanted a line item veto but they really didn't. And both sides of the aisle kept the whole thing under the radar.
