If the PA leadership refuses to negotiate or negotiates in bad faith, as was the case with Oslo, then of course they'll find themselves out of the loop.

That's an interesting way of looking at it, but really, the Oslo died when the PA leadership began a terrorist campaign. The PA agreed to forego the use of terror in Oslo and to instead employ dialogue as a method to achieve their aims. As well, the PA agreed when it signed Oslo to change its charter to recognize Israel as a legitimate state, but it turns out they never made the change to the charter and, if that was not enough, now says it never had any intention when it signed Oslo to end its armed struggle against Israel. When the PA negotiates it does so with a forked tongue.
