Does your alternate world have Saddam using newly found wealth to re-arm himself? Or to fund terror as he was previously? Or to buy WMD? Or to do whatever it took in terms of human rights abuses to keep himself in power? Or to bribe the French and the Russians even more generously in order to obtain who knows what?
