I think we should not let terrorists excape justice or allow nations to knowingly harbor terrorists. If we don't want more attacks.

At one time many nations openly harbored and sponsored terrorists (gave them money and weapons and training, allowed planning and training to take place on their soil opnely - Libya, Sudan, Syria, Iraq, Iran, Afghanistan. Having safe havens where they could bring thousands of people to go through training greatly faciliated int'l terrorism.
