After reading Woodward's book I don't think I would call it lying; I think I would call it taking interesting liberties with facts that sustained his pov, and a complete failure to look for facts that might not fit in with that aforementioned pov. There might be lies, as well, but I can't say that yet. Of course sometimes when I get really annoyed with what is happening, I might say it, but I know it's just my frustration speaking. Frustration causes people to lose all shades of nuance- as we can see on SI, where so many people love dichotomies (which are usually false). Life isn't about dichotomies, usually, it's about almost limitless choices, if you accept the nuances involved in each possible choice. IMO, of course
