I agree with the zero-sum analysis of negotiations.

I don't think Bush needed to say anything on the points he discussed, namely, right of return and settlements.

I'm puzzled. As I was puzzled when Bush announced preemptive war as a doctrine. Things that don't need to be said, shouldn't be said.

Perhaps someone with a bit more knowledge can explain.
