So where ever you saw it, apparently it has not be carried on an international media outlet.

Bottom line, Bush has to be careful in how he phrases his apology in order not to compromise, or prejudice, the investigation, trial, and hopefully eventual conviction of the perpetrators.. He cannot do something that would create a mistrial..

But he can apologize on behalf of the US regarding any alleged abuses and reinforce the notion that the US is doing everything possible to make sure that nothing of such a nature occurs in the future..

It can't hurt.. and it certainly could help to show the Arab street that Americans are human, and make mistakes.. But we also know how to fix them and punish those who disobey common sense rules towards humanitarian treatment..
