Does the writer think GWB is conducting this Iraqi operation on a minute by minute basis from the Oval Office?

Should he be doing that? He has not been to War College or West Point, nor been a commander and led troops in battle.

He does not have to know specifically what has gone wrong,
just issue orders to the Military to find out what has gone wrong and to fix it. And make sure they do it.
