Miami is over run with Cubans and Hatians... I love their food and their music, but no one in that town speaks English, I feel like I'm in a foreign country...

I would not complain about private sector catering to hispanics in their prefered way of conducting personalised business.
But at the school level I would make/keep English as a mandatory medium of instruction. Also in public offices with a minimal level of other languages as public service.
