Depends on your perspective. The Iraqi's probably think it's an indictment of all three.

That's not even the point...
the REAL point is that under Bush/Cheney (the ones using the 15th backup arguement for this 'war')we are doing exactly what we're there to stop in the place where these actions we going on all this time....
and with people who are not even GOV'T Intel agents....they're CONTRACTORS!

I think war atrocities are committed in every war. This time it's our people who were caught doing it and they (and their commanders) should be severely punished.

Do I think it reflects directly on Bush or the administration? No.
But I do think that, out of a sense of decency, Bush should make a statement about the horror of the thing and the fact that it will be punished and no action like this will ever be tolerated. I thought his calling these acts "misbehavior" was really wrong.
