I think the behavior mimics the lack of responsibility to OUR ARMY....they are CONTRACTORS....notice how the beatings and torture were supposed to have increased when the national guard troops heard that THEY COULDN'T COME HOME ON TIME....

I think that atrocities have always been a part of war.
No one can supervise all of the troops (collective term ) all the time and it doesn't take much to have one person instigate and others to follow just like kids in school. There are always the leaders who bullies and the kids who follow as they want to be part of the group and will do things that they never would do on their own....

Witness the introduction to a sorority where the girls beat on one another... almost maiming one girl..

THen in battle, picture your best buddy getting killed and then a representative of the enemy walks in front of you.Maybe it's a child or woman but at this point all you have is emotional anger that you want to GET BACK and you commit an atrocity. Combine this with FEAR...the" I get you before you get me" and for me we case to do anything to preclude WAR from ever being anything but one massive atrocity by one group of human beings on another.
