It's really very logical (imo). Where a moderator exists, one can assume a certain climate has been set, that is in accord with the moderator's desires. Where a thread is unmoderated, the poor thread creator can only throw up his or her hands in anguish when people storm in to ruin the thread (as they frequently do). Ergo, it seems perfectly clear to me. But opinions will differ. SI should just give up on moderating swear words, imo, but should keep in check spamming, touting, defamation, and severe harassment- that goes beyond merely stalking and irritating other posters. Probably also need to moderate lengthy obscene posts that go beyond swear words, and verge in to graphic descriptions of sexual activities. But that's jmo.
