No thats now how it works in 48 of the states the winner takes all of the delegates. So if 30% of the people of a state voted for Ralph Nader and his slate of delegates and 34% of the people of a state vote for John Kerry and 36% of the people vote for George Bush; the George bush would get 100% of the delegates of that state. Maine and one other state have a proportional system that would divide up the elector based on who won each Congressional district with the 2 extra votes going to the statewide winner.
