I'm curious as to the exact wording- can you post it? Bush is plenty good at apologizing for other people, but did he apologize for anything he did? Did he own responsibility for anything? I think that is what most people mean when they say "Bush never apologizes." He doesn't ever seem to own anything. If the memo didn't hit his desk, telling him what to do, it wasn't his fault. (that's a paraphrase of something I read somewhere, and I like it, but I can't remember exactly where I read it).
