Bush is slipping in the polls and when one considers the fact that all the voters know Bush and have such a low expectation from him he's in deep trouble. There's absolutely nothing Bush can do to improve his ratings and can only sink lower as voters recognize his shortcomings. He's fallen back on the only thing that the Republican Party knows how to do well and that's attack ads. They can't promote Bush for his skills in any area because he's failed miserably, they can hope to damage his opponent.
