A lot of violations of US law in that report. Serious jail time for the violators. I hope the administration makes that clear.

18 U.S.C. § 2340A - Torture

(a) Offense. -

Whoever outside the United States commits or attempts to commit torture shall be fined under this title or imprisoned not more than 20 years, or both, and if death results to any person from conduct prohibited by this subsection, shall be punished by death or imprisoned for any term of years or for life.

(b) Jurisdiction. -

There is jurisdiction over the activity prohibited in subsection (a) if -

(1) the alleged offender is a national of the United States; or

(2) the alleged offender is present in the United States, irrespective of the nationality of the victim or alleged offender.

From the Uniform Code of Military Justice, it appears that military personnel are held to a much higher standard of conduct than non-military.

is derelict in the performance of his duties;

shall be punished as a court-martial may direct

Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite sex or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense.

Any person found guilty of sodomy shall be punished as a court-martial may direct

(a)

Any person subject to this chapter who attempts or offers with unlawful force or violence to do bodily harm to another person, whether or not the attempt or offer is consummated, is guilty of assault and shall be punished as a court-martial may direct.

Though not specifically mentioned in this chapter, all disorders and neglects to the prejudice of good order and discipline in the armed forces, all conduct of a nature to bring discredit upon the armed forces, and crimes and offenses not capital, of which persons subject to this chapter may be guilty, shall be taken cognizance of by a general, special, or summary court-martial, according to the nature and degree of the offense, and shall be punished at the discretion of that court

Completely horrific. Contemptible. I have lurked on this thread since it started but haven't felt compelled to post much. I enjoy reading the views from all of the contributors here. I am, however, so outraged at what was going on at that prison that I feel there needs to be real accountability for what was happening. Not just from the soldiers and officers in Iraq but all the way up!
