He calls it a crime for which there should be no indictment.
A no-bill.
This kind of pass is given for a crime which was justified,
but the only justification given is that others had committed
other crimes at other times.
I still find that reasoning morally suspect.

I know first hand how much stronger people's attitudes can run when in conflict with foriegn cultures.
All I can say is that somebody somewhere has told these soldiers that the Iraqis are our enemies.
The claim (other than WMDs) for invading Iraq was because we wanted to help them.
I know that the soldiers, especially the weekend warriers, get upset
when they are shot at, but they do need to tell themselves that they
are there for the benefit of Iraq, and when they cease being beneficial
they have no reason to be there.
