Its called war planning...........what you plan to do before, during and after the war. Yes you make plans, and plans where made. But most of the time the plan doesn't survive first contact with the enemy. That doesn't mean planning is useless. The plan does give you a basis from which to make the needed changes. BS. If they had a plan, and its doubtful, then it was extremely deficit like the federal budget. So take your pick......either there was no post war planning, or they're incompetent. Given the news of the last two months, I would suggest the latter. ted
