The Administration knew about this way back in January. I'm kind of surprised that they didn't announce it, and used it as an excuse to make the Iraqis take back control over their own jails (or whatever we want to call them).

Nice fantasy. One among many.... Bush said on his standard stump speech back in Oct/Nov 2002 "We have to act on the world as it is, not how we hope it is." A shame he didn't have a clue what that really means.
