Regret and dismay is not an apology. I have expressed regret and dismay about what has happened in Iraq, yet I feel absolutely no responsibility for what has happened, because I never supported it, and always spoke out against it, and spoke out against the president who started it, and I certainly wouldn't apologize for anything concerning Iraq, since nothing concerning it is my fault. Now how is my regret and dismay any kind of apology? I fail to see that nexus.
