I am a lawyer, and I disagree. The allegations have been investigated, and there have been findings of fact already, but the guilt has not been assigned to individuals yet.

We're in an analogous situation to any other crime committed by US military -- it's regrettable, and the perpetrators will be punished, and that's exactly what Bush should say, and that's exactly what he did say.
