Reichsmarschal GWB (aka Chimp, Moron, Idiot, Jr., Shrub) and his goonsquad was informed repeatedly by the IRC for months about the abuses/torture happening at that Iraq jail. AT LEAST, Rumsfeld knew about it since February. They either ignored, condoned or policied the problem. I think they condoned it or made it their policy. reuters.com Chimp has stated that torture is not part of the "America I know". But, Chimp has also stated "but, I come from Texas". Chimp is a War Criminal, period.
