Once again you are too busy chanting your repetitious slogans to understand novel but important concepts.

I specificly wrote that Ashcroft Did Not have anything to do with 9/11. He was, after all, in a position to prevent it. He was kept out of the way, much like Bush in Crawford.

Yes, his obsession, may prevent an overhaul of FBI, but Clinton wasn't rushing there either.
I'm going to risk touching on a related, but different subject since you alredy seem to have the two intertwined already.

A primary neocon tactic is to cause chaos in a department like the FBI precisely so they can call for it's overhaul, and then remake the department in their own image with their own procedures and version of checks and balances. It doesn't matter if they make it better, it only matters that they make it different. The reason they want it differnet is that destroys the culture, or good-old-boy system or whatever advantage there is to current employees knowing how things are done around there. This way they create a new culture with their apparatchiks in place. Their people will now know how things are done better than the average employee. In effect, the neocons will gain control of the FBI. They have used this technique in the past for example to gain control of the NRA and turn it from a sports/hunting organization into a neocon juggernaut.

The New Pearl Harbor is a similar disruption, but on a much more massive scale since the goal is much more massive. It's the world, not just a federal agency or two.

Try to keep it simple and you'll do better.
It's not too hard to understand, but the plans have been underway since the 1960s when Irving Kristol, Norman Podhoretz, and some others formed the first groups to remake America in their image. They planned a long time before they make their first major plan to back an out of touch figurehead, Reagan, to front for their plans. It almost worked. The plans now have 20 more years of sophistication but the goals, and the core tactics have not changed.

1) Forment Extremism
2) Use that to create divisions and chaos
3) Use reorganizations to place key people in newly changed beauracracy.

All they while they deny, distract, and claim that anyone who sheds light on the plan is a conspiracy nut.
