Backfire implies a goal and tactics which are counter productive in achieving that goal. Mr Kerry is using his service as a (THE) key reason for Americans to make him President. Some private citizens who experienced the same time and place are telling their recollections, which are at odds with Mr Kerry's recollections. You see these private citizens working towards a goal and telling their stories as a tactic in achieving that goal. Why do you think their testimony is nothing more than a tactic? What is their goal?
