Unfortunately, this administration is beginning to shift too easily based on public opinion (Arab public opinion and the media). Fallujah is an example of this. The apologies yesterday on behalf of the US for the actions of a few morons is another.

I don't think it's shifting. It's more a case of feeling their way in the difficulties of a position that is very similar to Israel's - if the terrorists kill US soldiers and Iraqis, the terrorists win; if the US kills Iraqis striking back at the terrorists, the terrorists win; they must tread a line that strikes at the terrorists but not too many civilians.
