That is the defining trait between Bush and Kerry. Kerry is flexible, Bush is dogmatic. He has "not made any mistakes" as was evident from his press conference. Since there is nothing called mistake in his books, he does not have to say "I am sorry" as we saw in case of the Iraq prison scandal.

Kerry on the other hand first voted for the 87 billion. realized he made a mistake when he heard Bush say he will not come back for more money later this year, then voted against it. And lo and behold, we now know Kerry was right to vote against it when he realized Bush did not know what he was doing and now Bush has come back for 25 billion more. So what is the flip flop we are talknig about here. Kerr yis a pragmatist.
