Gore's strong point was foreign affairs and yes there is a good chance he would have thwarted the attack. The CLinton administration stopped attacks on the millennium.

Bush was a great target for Bin Ladin as Bush's family had so much to do with the Saudi's and Bin Ladin's family. He had to have a specialty strong hatred for the Bush family.

Bin Ladin was probably sitting in his cave when Bush attacked Saddam laughing, " Go ahead and make my day!".

Bin Ladin hated Saddam as much as Bush.
