Well, it really ought not be so difficult for anyone to see, not even you, that no “outwitting” took place. We simply had a bunch of countries, including the United States under Clinton, that avoided their duty to enforce their own resolutions against Iraq. By the time America got a leader with balls, Saddam had used over a decade to move his WMD apparently in collusion with Syria. Nothing really complex about that, Shep.
