How does the chain of command work? Any idea of how to find out?

I'm more interested in the chain of custody.. The person(s) who released the Taguba report, as well as those photos, had MAJOR access to classified material..

That's not just the kind of classified information one leaves lying around unsecured... Someone made a copy of those photos from the CDs they confiscated from those troops..

That requires major access to the evidence (which allegedly only CID possessed).

Now maybe the CID folks wanted to sit on the evidence in order not to compromise their investigation or the resulting courts-martial...

But they are responsible for the access rosters with regard to had access to not only that report, but those photos.
