He's actually not being deceitful. Any company can blow up at any time if they invest poorly. Any large company that blows up will pose problems for the economy as a whole.

Maybe that's his point, if GM goes really belly up, the whole economy will feel it, if FNM really goes belly up the effects on the economy would be the same if GM went belly up.
