Nope, the casualty figure indicates whether or not it was perceived as an invasion. The Kosovars were only too glad that the US came to their rescue. Even the RW media has not been able to find anything to beat Clinton with, on Kosovo and Bosnia. Otherwise they would be all over it, especially as their "hero", Dumbya Bush and his policies, are getting plastered in Iraq.
