I agree with the principle, but I don't know how that distinction can be asserted in practice. Sure, we can insist that one is far more grievous than the other should anyone assert otherwise. But we cannot, in doing so, frame it in a way that trivializes our acts. We must be more sorry for what we have done than they are for what they have done even though what they have done is far, far worse because we have failed our standard and they have not failed theirs. Tricky business, that.
