Not sure what a "tight cannon" is.

One in which the ammo fits tightly. It fires accurately. A "loose cannon" sprays all over.

The etymology is a Navy term for an unmoored cannon that rolls uncontrolled on a gun deck. A loose cannon is a mortal danger to its own ship's crew. Fitting for Mrs. Heinz Kerry, IMO.
