They say the ship was attacked and it was. They are not in a position to be able to tell what was in the pilots' minds or those who gave the orders. Their opinion rests on "but he must have seen" arguments, which are generally of little value, especially in a shooting war. There is literally nothing that "must have been seen" in the smoke and stress of a shooting war, particularly when the pilots have been told beforehand that it is an enemy ship.

The Israelis attacked the ship. Fact. The Israelis broke off the attack midway and began offering assistance. Also Fact.
