As workers move from company to company some intellectual information is exchanged. It's usually rather informal, someone just does things the same way they did at the last place they worked and if it was a good idea it becomes part of the culture at the new place. With outsourcing there is the chance that governments will get involved. A country with emerging technology may decide it is in their strategic interest to "formalize" the exchange and encourage active spying. I'm sometimes amazed that many companies don't realize what things they really do best and guard the wrong secrets. TP
