I vaguely remember a pause in the draft while the lottery system was being put into place to replace whatever priority system preceded it. Perhaps that's what you're remembering. I wasn't paying close attention as my husband was already serving at the time. He began his service in January of '65.

My guess is that the "vast majority" who "joined voluntarily" were like Kerry, their deferments had run out so they joined in order to have some say about where they were put. If you were drafted, you were going into Army infantry. If you joined, you could do Navy (like Kerry and my father), Air Force, Coast Guard, Marines, Reserves (like Dubya), maybe even have a shot at something like you'd enjoy, like intelligence or medic service.

I knew a lot of guys that got draft notices, but none who were drafted. Remember, "greetings"?
