The situation in the prisons was an intolerable abuse and heads will roll.

IMO some of the problems came from cultural differences and expectations between the US guards and the Iraqi prisoners.
Most of whom considered themselves not guilty.
(it was all GWBs fault for starting a war, they could not help themselves from responding as they did)

We would expect the prisoners to follow the commonly applied US rules and orders, while their concepts of what that means could be far different. Trouble results.

I think it would be very interesting to "vet" an Iraqi General , give him a few Wmds, and put him in charge of the prisons . He might decide to segregate them into Kurd, Shiite, and Baath areas.
And finally they would understand the rules that applied in Iraq. They can be found guilty for no reason whatever and
and will know that torture and capital punishment applys.

Before you condemn this idea, tell me what happens on June 30 th. Does the new government take over the prison system?
What laws will be applied to prisoners. ?

Will the UN get involved with human rights ? They are not there yet but it is certainly a good time for them to make up their mind , and guarding unarmed prisoners seems to be a job they could be most helpful doing.
