The bush plan to turn over power on june 30th isn't as much a plan to turn over power as it is a plan to find someone to shift some of the blame for the failures in Iraq to. That someone right now is the UN.

Yesterday rummy became indignant when one of the questioners used to word suppress to describe the request to CBS that they not show the pictures of the torture on TV. I think the word suppess was the right word to use. I don't think the phrase "turn over power" is the right thing to say about what junior has planned for Iraq on June 30th.
