I was just reading Gen W. Clarke's comments from Meet the Press. He said - who gave those troops the hoods, dog collars, told them to beat down the prisoners...could only have come from, been condoned and encouraged by the top. Those in the photos should not be the only ones to take the fall, because the did not operate in a vacuum!
