She is unfit to be an officer if she allowed her orders to be ignored. If soldiers refused to obey her orders she had a duty to file disciplinary charges against them. She didn't do that, maybe because she did not check if her orders were being carried out.

She's a Brigadier General running a Military Police unit. Discipline should not be lax in the military police, in war or peace. The most junior officers understand that basic principle.
