I believe you are wrong on that. They consider the Al Queda foreign fighters as terrorists.

I suspect Junior has conflicting internal ideas about Iraq. One one hand he thinks they are all poor brown skinned people like the hispanics he occasionally saw cleaning his childhood house. He feels for them and thinks they will welcome a U.S. styled democracy with open hearts. On the other hand he thinks that anyone who complains about the Iraq invasion and occupation is an Al Qaeda evil-doer who has probably been possesed by the devil.

The real question is how Cheney sees them.
To him they are in the way of the oil fields and should be bribed away or brushed away, whatever is easiest.
