From what I've read, the number of troops was an issue that Rumsfeld controlled, pushing his generals to the limit on it. There's nothing I can point you to, as my belief is an impression formed by a lot of reading on the subject.

I'm currently reading Woodward's book, but haven't gotten to any parts that deal specifically with troop levels.

Rumsfeld was naturally a genius when the Iraqis cratered. But he should have realized that post-war security was going to require a lot more troops than he realized.
